The PREPARE project in using the “whole-of-society” readiness framework emphasizing five principles (1) a whole-of-society approach; (2) preparedness at all levels, (3) attention to critical interdependencies; (4) a scenario-based response; and (5) respect for ethical norms. The national government is the natural leader for coordination, legislation, and policy development.
