These guidelines have been compiled within the context of the Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters following the disastrous December 2004 tsunami that affected coastal states around the Indian Ocean. They aim to mainstream the awareness and mitigation of sea-level-related hazards and risks in Integrated Coastal Area Management (ICAM).
They describe a process in the ICAM framework aimed at fully integrating disaster risk reduction into relief and development policies and practices. Their development has been closely allied to that of companion guidelines produced as a contribution to the Indian Ocean region (IOTWS), primarily for tsunami risk assessment and management in the Indian Ocean region, but with global relevance (IOC manuals and guides no 52).
