Background:
In the world today, we face greater insecurity and challenges than ever. Even while some survivors of the Indian Ocean Tsunami in 2004 and Hurricane Katrina in 2005 were still suffering, a devastating earthquake struck China in May 2008, the oil spill in the Gulf of Mexico occurred, and several deadly aftershocks, landslides, and storms have occurred globally.

Along with natural disasters, the international society also encounters shadows of fatal disease, food shortage, soaring energy prices, and war. All of these threats pose remarkable risks to us at various scales. Coping with them requires collaborative efforts of scientists, practitioners, and decision–makers.

RACR conferences are biennial international meetings launched by the Risk Analysis Council of the China Association for Disaster Prevention. RACR conferences aim to provide an international forum for specialists and stakeholders in risk analysis, crisis, crisis in response, and disaster prevention. RACR-2011 will be the third conference in this series, following the successful RACR-2007 in Shanghai and RACR-2009 in Beijing.

RACR-2011 will facilitate multidisciplinary collaboration among professionals in order to further contribute to risk analysis and crisis response, introduce advancement in research and practice, and help in the dissemination of knowledge.
