Introduction

Disasters impact everyone, but their effects are not felt equally by all. Individuals with disabilities, women, children, indigenous people and other vulnerable populations often face greater challenges during disaster, preparedness, response, and recovery. This inequity underscores the necessity for targeted and inclusive strategies that address the specific needs and vulnerabilities of these groups. While international frameworks advocate for inclusivity in disaster management, significant gaps remain in effectively mainstreaming gender equality and social inclusion into Disaster Risk Reduction (DRR) policies, planning, and implementation. Many DRR interventions still overlook vulnerable groups' specific needs, capacities, and leadership potential. Addressing these challenges requires systematic integration of GESI-responsive approaches, capacity-building of practitioners, and the adoption of inclusive frameworks in DRR and climate adaptation strategies.

As an international organization, ADPC upholds core values of inclusiveness, empowerment, equality, and cooperation. The center believes that gender equality and diversity (GED) and the fulfillment of human rights are essential prerequisites for effective DRR and climate resilience (CR). Since 2014, ADPC has been actively promoting and integrating GED perspectives across its programs and practices. As part of its capacity development initiatives, the Knowledge Academy of ADPC has been conducting GED training sessions since 2019.

The upcoming Training Course on Gender Equality, Disability and Social Inclusion in Disaster Risk Reduction will mark the sixth training (Course Number GEDRR-6) in this series. This training aligns with ADPC's strategic objectives of empowering policymakers, practitioners, and humanitarian actors with the necessary skills and tools to integrate GESI principles into DRR and climate adaptation initiatives.

Overview

This training program provides an advanced and comprehensive understanding of GESI in disaster risk reduction (DRR) and climate resilience (CR). It aims to equip participants with the knowledge, tools, and skills necessary to integrate GESI principles into DRR policies, programs, and implementation strategies through self-paced learning, in-person participation, discussion-based interactive and field visits for applied learning from 12 to 23 May 2025 in Bangkok, Thailand.

Objectives

The objectives of this training are as follows:

  • Enhancing understanding of GESI in DRR on how gender, disability, and social inequalities intersect with disaster risks, vulnerabilities, and resilience strategies.
  • Promoting inclusive DRR policies and practices to equip participants with the tools and frameworks on GESI principles for DRR planning, policy development, budgeting processes, etc.
  • Strengthening leadership and participation to advocate empowerment for women, girls, persons with disabilities, and marginalized groups as key decision-makers and agents of change in locally led adaptation and resilience-building efforts.
  • Strengthening skills to apply practical tools and frameworks with hands-on experience on gender analysis, disability inclusion frameworks, GESI checklist and monitoring & evaluation (M&E) tools to track progress in GESI-responsive DRR.
  • Collaborating to build capacity among government officials, policymakers, humanitarian actors, CSOs, and researchers to ensure a coordinated and inclusive approach to DRR and climate adaptation.
