Disaster risk reduction and sustainable development: Views for the Sendai Framework Mid-Term Review

Overview

Called for by the UN General Assembly (ResolutionA/RES/75/216) the “midterm review of the implementation of the Sendai Framework (MTR SF)will assess progress in integrating disaster risk reduction into policies, programmes and investments at all levels, identify good practice, gaps and challenges and accelerate the path to achieving the goal of the Sendai Framework and its seven global targets by 2030”. Consultations and review – conducted at all levels involving and led by States and non-State stakeholders – will generate critical analysis to assist countries and stakeholders develop recommendations for prioritised, accelerated and integrated international, national and local cooperation and action in the period 2023 to 2030, and to initiate nascent thinking on possible international arrangements for risk-informed sustainable development beyond 2030. These reflections are inherently linked with the implementation of the 2030 agenda and the SDGs and should be contextualized to the impacts of COVID-19.

Building back better is one of the priorities of the Sendai Framework and therefore, an essential area of analysis within the SF MTR. COVID-19 is a clear example of the systemic nature of risk and how risk reduction is essential to ensure sustainable development. The suggested side event will contribute to expanding the reflections beyond the traditional disaster risk reduction practitioners and involve the much-needed national development planning stakeholders. The event will combine a session of information on the SF MTR and facilitate the exchange of views on how disaster risk reduction, particularly within the context of COVID-19, has made progress as a development issue. Linkages of disaster risk reduction with Voluntary National Reviews and SDG reporting will be explored and qualitative inputs will be mainstreamed to the SF MTR process in the region, including views from Governments, UN agencies and stakeholder groups.
