RUSI Resilience Conference 2015: Sustaining Resilience - The Need for a Long Term Vision
Conference concept:
Resilience relies on more than just politics. In fact, it can be argued that the long-term vision required to plan and build-in true resilience is in direct conflict with five-year political terms of office: returns on investment in major infrastructure projects such as the Thames Barrier, Crossrail or additional airport capacity for London, and equally long-term societal projects such as reform of the emergency services, may need to be initiated by one government but will show benefits under the term of another. This arguably offers little incentive for politicians to take a long-term rather than short-term view.
The Royal United Services Institute intends to address these strategic challenges at its annual Resilience Conference, in sessions that will explore where the governance of resilience best resides; how can long-term resilience be financed; how ownership of risk should be distributed; the role academia can best play in researching the issues that will enable resilience to be best understood and where other components of society such as industry are best placed to assist.
Key themes for the conference will include:
- Financing resilience: How should long-term resilience projects be financed? How can returns on investment be measured and how should they be rewarded?
- Researching resilience: How do insights and understanding from academia improve understand and implementation of resilience?
- Enacting resilience: From grassroots community projects to international action plans, how is resilience best enacted?
- The science of resilience: How do scientists contribute to the understanding of emerging threats and hazards, provide early warnings of future trends, and assist in the aftermath of emergencies?
