Description

Two main themes will be explored by the Save the Children Global Working Group (GWG) on disaster risk reduction (DRR) and climate change adaptation (CCA):

I. Comprehensive School Safety: Advancing the Agenda
The Hyogo Framework for Action (HFA) underlined the important role of education in building a culture of safety and resilience at multiple levels. It has been shown that if the communities are well informed (understanding around key hazards and vulnerabilities) and have an understanding of how best to respond, that the impacts of disasters can be noticeably reduced. In October 2012, A Comprehensive School Safety Framework and Toolkit for Development and Humanitarian actors in the education sector was published. The framework outlines three pillars: Safe School Facilities; School Disaster Management; and Risk Reduction Education. This session will seek to look at how to maintain momentum in Latin America and East Asia for the framework and encourage others to consider its adoption.

II. The Role of Children in Post HFA
As the end date of the Hyogo Framework for Action (HFA) approaches the main question is: what next? What should a post-2015 framework for disaster risk reduction (HFA2) look like and how should Save the Children (SC) substantively contribute to this process? In all likelihood it will be a framework that will aim to build on the current HFA but also focus on those areas that began to gain momentum during the third session of the Global Platform. For the purposes of this session we will primarily focus on the important role played by children and how a child-centered lens should be adopted across the sessions in the Fourth Session of the Global Platform.

The sessons' objectives are to discuss:
o Three Pillars of Comprehensive School Safety: Review and next steps
o Save the Children key messaging for a post-2015 framework for DRR
o Launch the ‘Reducing Risk, Enhancing Resilience’ Publication

Expected Outcomes

o An understanding of how Latin America and East Asia could adopt the Comprehensive School Safety Framework and a coordinated next steps approach.
o An identifiable action plan for contributions of a post-2015 framework for disaster risk reduction.
