Description

Regional Inter-Governmental Organizations represent valuable political bodies actively engaged and committed to effective disaster risk reduction implementation and trans-boundary risks management at the regional and sub-regional levels. They also benefit from effective consultative systems to reach out widely to their respective Member States and represent as such crucial communications and consultation mechanisms to mobilize political support in the context of the post-2015 reflections and negotiations.

Many regional IGOs have developed their own internal programme placing disaster risk reduction high on their agenda. They also have supported the development of (sub)-regional risk reduction frameworks and DRR progress monitoring processes in their respective sub-regions. A majority of them, namely the African Union in Africa; ASEAN, SAARC and SOPAC in the Asia Pacific; CDEMA in the Caribbean; CEPREDENAC, CAPRADE, MERCOSUR and OAS in the Americas; Council of Europe and European Commission in Europe and the League of Arab states in the Arab region have contributed significantly to the organization and institutionalization of Regional Platforms and Ministerial Conferences for Disaster Risk Reduction in their respective region, in close cooperation with lead Governments and UNISDR. The recent regional platforms and ministerial conferences in Asia (Indonesia, Oct, 2012), Americas (Chile-Nov, 2012), Europe (Croatia- Oct, 2012), Pacific (New Caledonia- Sep, 2012, Africa (Tanzania- Feb, 2013 ) and Arab States (Jordan- Mar 2013) have also effectively contributed to an effective mobilization of political commitment and multi stakeholder engagement in disaster risk reduction. They have also planted the seeds towards in-depth reflections and considerations of IGOs role and priorities a post-2015 framework on disaster risk reduction.

Recent experience has also demonstrated the added value of bringing IGOs from different regions together to promote cross-regional cooperation on disaster risk reduction through more systematic discussions on common concerns in regional (sub-regional) disaster risk reduction implementation, the sharing of successes and experiences and regular exchange of knowledge, good practices and expertise on disaster risk reduction for relevant replication or adaptation across regions.

This consultative event is an opportunity to bring Heads of regional IGOs together with the participation of selected Chairs of the Regional Platform/ Ministerial Conferences to discuss how to better use IGOs policy mechanisms to promote disaster risk reduction implementation at the sub-regional level and further institutionalize the Regional Platforms processes with a substantive and committed engagement of IGOs, in support of Global Platforms preparations. These discussions are also expected to define IGOs’ role and mandate beyond 2015 and their contribution to the on-going negotiation process towards a Post-2015 Framework for Disaster Risk Reduction

Session Objectives

1. To share experiences, successes and challenges in promoting disaster risk reduction at the regional and sub-regional levels, including through IGOs’ support to the organization of Regional Platforms and Ministerial Conferences

2. To discuss how to better bridge the gap between regional work (through regional platforms) and global discussions and key policy DRR messages (through Global Platforms)

3. To identify IGOs’ roles, responsibilities and policy mechanisms to promote DRR implementation and governance at the (sub)-regional level, including through their substantive engagement with regional platforms

4. To define modalities to foster intra- and cross-regional cooperation on disaster risk reduction.

5. To promote cross-regional reflections and negotiations regarding IGOs role and support towards a post-2015 Framework negotiations

Expected Outcomes

Increased understanding and knowledge of IGOs working modalities and sphere of influence on regional DRR governance

A set of action points from IGOs to promote the further institutionalization and effectiveness of IGOs’ contribution to Regional Platforms/ Ministerial Conferences

A set of recommendations for IGOs to support and provide full legitimacy to HFA2 and a post-2015 framework on disaster risk reduction
