South Asia region is one of the most populous region in the world, inhabited by 23% of world population, and 40% of the world poor. Owing to a range of hazards impacting on vulnerable populations, the sub region is also widely regarded as a hotspot disasters. The disaster scenario in the sub region is becoming further complex due to the aggravating patterns of Climate Change.
SAARC Disaster Management Centre is the dedicated centre of the Inter governmental organization South Asian Association for Regional Cooperation ( SAARC). The SAARC Disaster Management Centre (SDMC) which became operational in 2007. is mandated to serve SAARC member countries ( Afghanistan, Bangladesh, Bhutan, India, Nepal, Maldives, Pakistan, Sri Lanka) with policy advice and facilitate capacity building services including strategic learning, research, training, system development and exchange of information for effective disaster risk reduction and management in South Asia.
The Comprehensive Regional Framework on Disaster Management, is aligned with the HFA and has been adopted by the Member Sates as the guiding framework for DRR in the sub – region. Twelve road maps on disaster management on the key areas of relevance have been developed, and these include Community Based Disaster Risk Management (CBDRM); Application of Science and Technology for DRR/DRM; Coastal and Marine Risk Mitigation Plan; Integration of Disaster Risk Reduction and Climate Change Adaptation in South Asia; Mainstreaming Disaster Reduction in Development; Earthquake; Landslide; Drought Risk Management and Urban Risk Management.
The SDMC is also currently working on an assessment of trans-boundary hazards, vulnerabilities and risks of disasters. SDMC is providing leadership to the sub regional issues for a Post-2015 Framework for DRR (HFA2), and consultation was initiated at the 5th Asia Ministerial Conference, where priority issues were identified for further discussion.
This meeting intends to collectively discuss the SAARC Sub-regional inputs to a post-2015 framework for disaster risk reduction; discuss the SAARC sub regional HFA report 2011-13 ; share information on the on- going work programme of the Centre with specific focus on operationlaising the Thimphu Action Plan for Climate Change.
The outcome of the meeting will be an input for the consultations with the IGOs at the 4th Session of the Global Platform on DRR, and for the Phase II of the consultation process of the HFA2.
Expected Outcomes
1. Present and discuss the SAARC HFA Report 2011-2013 with the member states
2. Discuss the SAARC approach to the Post-2015 Framework for DRR; and identify process for Phase II of the consultations
3. Invite inputs to the regional consultations on the Thmphu Statement on Climate Change
