A new project in the Volta Basin strives to provide the first large scale and transboundary implementation of Integrated Flood and Drought Management tactics through the full chain of the End-to-End Early Warning System for Flood and Drought Forecasting. This case study focuses on the use of forecast-based financing (FbF) for climate-related hazards such as floods, drought and storms in Togo and Uganda, in order to complement existing early warning systems with financing for early action.

Forecast-based financing from the Togolese Red Cross enabled quick response when heavy monsoon rains threatened villages downstream from the Nangbeto dam. Through close monitoring of discharge rates and water-levels at the dam, high-risk villages could be identified.
