It is easier to find resources for flood protection when there is trouble. The problem is that the condition of the defence systems are deteriorating while extreme floods have been increasing in frequency. The price of defences is increasingly expensive, and the costs weighs down on the Hungarian budget at unpredictable periods, which makes it harder to plan ahead...
