Islands in the Caribbean Sea with populations comparable to mid-sized cities are increasingly seeking guidance from urban leaders as they are dealing with problems on a similar scale. The resemblance gives small islands access to new strategies by cities, such as high-tech permeable pavements, vegetation-based flood prevention measures and shifts away from fossil fuels.

Insurance policies developed by Munich Climate Insurance Initiative are available on St. Lucia and sold by local insurance companies. They are developed to provide a grassroots supplement to national level insurance policies in the storm-afflicted Caribbean. Besides enabling disaster recovery, the policies cut risks and build resilience to climate shocks.

The Atlantic hurricanes left Dominica's infrastructure severely damaged. While rapid assistance was provided in response, more focus needs to be placed on building resilience for future events. IT infrastructure is one of the vulnerable systems, with cloud computing offering the potential to lower dependency on physical structures at risk of destruction during a disaster.
