Bhutan: Decentralising disaster management

A new disaster management bill recently submitted to the cabinet office, may not be endorsed according the disaster management director, Namgay Wangchuk.

Kuenga Tendar reports that the bill lists the responsibilities of the national disaster management authority, which will approve hazard-zone maps and infrastructure safety codes and standards prepared by concerned ministries and agencies, and direct its implementation. It will also approve resources for disaster operation, including appeal for resources, procedures for resource mobilisation, and approving allocation of funds for disaster prevention, mitigation and preparedness.

"Disaster management can’t be handled alone by the disaster management department,” said Disaster management director, Namgay Wangchuk. “It requires the support of other agencies and we need to mainstream activities into the normal plan projects.”
