G1, Globo, reports that the Brazilian Ministry for National Integration is awaiting the release of R$700 million to areas affected by recent flooding, quoting National Secretary of Civil Defence Humberto Viana saying 'the determination of President Dilma Rousseff is for more investment in disaster prevention and flooding.'
The report continues: "According to the Secretary, the intention is to reverse the logic of civil defence operations focusing only in emergencies. 'A culture of focusing only on emergencies has been created in Civil Defence. This is a cultural thing in Brazil. Let us now, by order of President Dilma, invest more in prevention. Obviously there are many areas, but in places [where the floods are] where we are going to have a preventive focus', said Viana."

A reportagem continua: "Segundo o secretário, a intenção é inverter a lógica de atuação da Defesa Civil apenas em emergências. “Foi criada uma cultura na Defesa Civil de só se trabalhar com foco em emergência. Isso é uma coisa cultural no Brasil. Vamos agora, por determinação da presidente Dilma, investir mais em obras de prevenção. Óbvio que são muitas áreas, mas nos locais [onde as enchentes são] mais recorrentes vamos ter foco preventivo,' disse Viana."
