The Barbados Advocate reports that Executive Director of the Caribbean Disaster and Emergency Management Agency, Jeremy Collymore, advocates for a proactive approach informed by lessons of past and current experiences: "serious reflection must be taken on what was meant by institutionalisation and the implications of this for the nature and framing of disaster risk reduction policy."

Collymore added, "The emerging agenda for disaster risk reduction will also have to look at the process elements in institutional capacity building and pay more attention to issues of skills and technology transfer, the nature of public education and training, public information, its structure and delivery modes."
