China: Communities should be at forefront of disaster reduction - experts

China's disaster reduction experts have recently called for efforts to strengthen the disaster response capacity of residential communities, reports Lin Zhi for the Chinese daily, Xinhua. According to the National Commission for Disaster Reduction (NCDR), 87 community networks have been established in China so far.
