A Times-Picayune editorial reports on the importance of disaster risk reduction: 'We build houses that kill ourselves. We build houses in flood zones that drown ourselves,' said Roger Bilham, professor of geological sciences at the University of Colorado. 'It's our fault for not anticipating these things.'
