'China’s rapid expansion outpaces safety and environmental concerns'
According to International Business Times, "As China prioritizes the economic development of its huge metropolitan centers such as Beijing and Shanghai, the risks posed by flooding and land subsidence (sinking) have been overlooked by local officials." A Natural Hazards article warns that as shelters are scarce for the dense population, and the city lacks public education and training on flood prevention, Shanghai is the most vulnerable large coastal city to the risk of floods. Other natural disasters, such as typhoons and rainstorms also pose threat to the city.
