UN Special Representative for Disaster Risk Reduction, Margareta Walhström recently stressed that the effective disaster preparedness including strong building codes, constant drills among the population and a well-functioning early warning system, saved lives when the massive earthquake and tsunami hit Japan last March, reports Japan Today.
