PHD scholarship: Capability development for catastrophic events for the emergency management sector

CIFAL Newcastle has a PhD Scholarship opportunity available for students interested in undertaking research in the area of emergency management response. As part of this research project, the successful student will examine funding, political and resourcing priorities at a national level that will contribute to a national interoperability and resource sharing agenda; and investigates how collaboration and maturity can be encouraged across the sector and, to work together to build relationships and trust.
CIFAL Newcastle is seeking expressions of interest from a highly motivated and enthusiastic applicant interested in pursuing a PhD program under the research area of emergency management response under the supervision of Associate Professor Temitope Egbelakin. Numerous challenges face the emergency management sector over the coming years, including more frequent and extreme natural disasters, particularly an event on a scale yet to be experienced. Also increasing urbanisation of the landscape, greater community expectations and increasingly politicised emergency events pose a complex problem for the Sector, community and government. Climate change would foreseeably bring significant change in the frequency and intensity of emergencies and catastrophic events and it is likely that all jurisdictions will need a wider pool of resources to draw from. There is currently no national agenda for interoperability and sharing resources in an emergency. Each state has their own reciprocal arrangements with other states, but there is no overarching strategy around interoperability. The research project will examine funding, political and resourcing priorities at a national level that will contribute to a national interoperability and resource sharing agenda; and investigates how collaboration and maturity can be encouraged across the sector and state to work together to build relationships and trust. Please note that the specific direction of the project can be negotiated with the supervisor. The project will be undertaken in partnership between CIFAL Newcastle and the University of Newcastle. CIFAL Newcastle is a United Nations training centre with a focus on disaster risk reduction and sustainable development.
PhD Scholarship details
Funding: $28,092 per annum (2020 rate) indexed annually. The living allowance scholarship is for 3.5 years and the tuition fee scholarship is for four years.

Eligibility Criteria
- The successful applicant must meet the University of Newcastle’s admission eligibility criteria.
- The successful applicant must commence their candidature by the end of 2020.
