Philippines: Barangays eyed as first line of defence against climate change

"Implementation of disaster risk reduction and climate change adaptation strategies should be better down up, rather than top down" said Jerry Velasquez, UNISDR senior regional coordinator for Asia and the Pacific, during the LGU Summit +3i held last week.

“Drivers of disaster risk in local government units include rising urban population and increased density, weak urban governance, unplanned urban development, lack of available land for low-income citizens, inappropriate construction, concentration of economic assets, and ecosystem decline,” he added.
