The Republic Act (RA) No. 10121, or National Disaster Risk Reduction Management Act of 2010, does not focus solely on disaster response effort, but prescribes a framework of action that includes mitigation, preparation, response, recovery, rehabilitation, and development, involving more than 40 member agencies in the National Disaster Risk Reduction and Management Council (NDRRMC).
