Pardeep C Lal, details the tasks to be dealt with right after a disaster strikes, highlights the roles of the government and NGOs in the case of Fiji. He adds that the concept of early recovery has shifted from a tendency for temporary measures towards a more permanent, long term recovery and reconstruction phase. "Disaster response alone is not sufficient as it yields only temporary results at a very high cost. Prevention and mitigation contribute to lasting improvement in safety and are essential to integrated disaster management."
