The Telegraph reports that despite the India Meteorological Department (IMD) having 'set up a satellite-based disaster warning network that connects it with district authorities and local communities — always considered at risk of cyclones from the sea', weather surveillance projects have been delayed, including areas such as Bengal, recently hit by a severe storm.
