CNN.com interviewed the retired Army Lt. Gen. Russel L. Honore who spent the past five or so years since Hurricane Katrina advising government, rescue officials and the public on how to prepare for disasters about Tropical Storm Irene pelted parts of New England, New York and New Jersey on Sunday morning.

He commented on actions taken by the city of New York as Hurricane Irene approached.
