The public has to learn from this Category 1 hurricane and do what experts in disaster preparedness ask to do, develop a plan, work the plan and take it seriously, in order to be better prepared for a Category 2 or 3. "In a situation like this, everybody is safer if everybody takes responsibility," says the editorial of the Charleston Daily Mail.
