USA: Flood-prone homes may be bought out in Des Plaines, Illinois

Owners could qualify for government to purchase properties, reports the Chicago Tribune.

According to the report, homeowners whose properties repeatedly sustain losses and are determined by FEMA to have a benefit-cost ratio of 1.0, meaning the government saves a dollar for every dollar it spends, will qualify, according to Ron Davis, state hazard mitigation officer, disaster assistance and preparedness, with the Illinois Emergency Management Agency.
