'Hurricane Katrina has been transformative for the corps, changing the way it deals with risk. What the corps has built in this region is not a hurricane protection system but a risk reduction system, and that's a critical distinction. The levees, gates and floodwalls are key defenses. But risk reduction also requires constructing higher and stronger buildings and residents evacuating in the face of stronger storms,' says an editorial in The Times-Picayune.
