Fire Safety and Rescue Directorate General is a structural unit of the Ministry of Interior and performs its activity according to the Law for the Ministry of Interior, the Rules for its application and the laws of the Republic of Bulgaria.
In 2012 with the latest changes in the Disaster Protection Law a Consultative Council for supporting the Council of Ministers in forming the state policy for disaster protection was created. It was designed as the new National Platform for disaster risk reduction in Republic of Bulgaria. The order of Procedure of the Council came into force on 28 May 2012.
The Council consist of a Chairman and members. The Chairman of the Council is the Minister of Interior. The Chairman leads the work of the Council and is supported by Secretary. Secretary is the Director of CD Fire Safety and Civil Protection, Ministry of Interior.
Other members of the Council are deputy ministers from all the other ministries, the Chairman of the National Security State Agency, State Reserve and War-time Stocks State Agency, Nuclear Regulatory Agency, the Bulgarian Red Cross, the Bulgarian Chamber of Commerce and Industry, Bulgarian Industrial Association and the National Association of Municipalities in Republic of Bulgaria, a representative of the Bulgarian Academy of Science and a representative of the Scientific-expert group created under the Council.
The general aim of the Consultative Council is to support the Council of Ministers in Republic of Bulgaria to form the state policy for disaster protection and disaster risk reduction.
The main activities of the Council are in compliance with the HFA strategic goals and priorities for action and include the following:
1. To propose and coordinate the national policy and the applying of good practices in the field of disaster protection;
2. To develop an Annual Working Program for its activities, priorities and tasks in compliance with the strategic goals in the field of disaster protection and disaster risk reduction;
3. To organize the development of a Disaster Risk Reduction Strategy;
4. To organize the preparation of the HFA Progress reports and to send them to the UNDRR Secretariat;
5. To propose new legislation in the field of disaster protection when needed;
6. To support Council of Ministers in developing and integrating monitoring systems;
7. To support the Council of Ministers in forming the policy for further development of the National System for Early Warning and Notification of the Executive Bodies and the Population in case of disasters and its integration with other systems;
8. To support development of methodologies for disaster risk analysis, assessment and mapping;
9. To support the Council of Ministers in planning of financial resources for disaster protection and disaster risk reduction;
10. To analyze and give opinion to international documents in the field of disaster risk reduction and disaster protection;
11. To organize the development of guidelines for education and training in the field of disaster protection;
12. To organize and support information campaigns for different types of risks and how to react in case of disasters.
Main activities of CD FSCP:
• Prevention and control; fire distinguishing and state antifire control, rescue activities;
• Authorization and control activities of traders operating in fire safety in premises and / or operation of facilities and equipment related to fire safety;
• Authorization and control activity of products for fire extinguishing in regards to their effectiveness;
• Emergency rescue and recovery activities, operational protection in case of floods and search and rescue operations;
• CBRN protection in case of incidents and accidents with dangerous substances and materials and mitigation of ecological incidents;
• Early warning and announcement in case of disasters and aerial danger of the executive authorities and the population;
• Protection of the population in case of “wartime” or “emergency situation” in compliance with the Geneva Conventions;
• Assistance in the activities of the Interagency Commission for recovery and relief to the Council of Ministers;
• Methodical and expert support for disaster protection to the territorial executive authorities;
• Operational international cooperation with the EU and NATO structures and other international organizations in the field of fire safety and protection of the population, humanitarian aid and civil-military emergency planning.
Firefighting activities include:
• Immediate dispatching of personnel and equipment in case of received fire information;
• Situation analysis and assessment;
• Fires restraint and liquidation;
• Determination of methods, ways and means of firefighting;
• Development of fire liquidation plans
Rescue activities include:
• Immediate deployment of forces and equipment incase of fires, disasters and emergency situations;
• Analysis and assessment of the situation;
• Rescue people and property;
• Render first aid to the victims;
• Organizing the transportation of injured to the hospitals.
Prevention activities:
• Information, awareness and training of the population on the fire prevention, the needed behavior in case of fires, disasters and emergency situations and on the implementation of the necessary protective measures;
• Participation in the development of the plans relating to the disaster protection;
• Assisting the Minister of Interior in carrying out the categorization of the territory of the country depending on the risks of disasters;
• Maintenance of collective and individual means of protection committed to the CD FSCP
• Analysis of the information received in the National Operational Center to support the process of the risk management in case of disaster;
• Offering guidelines for the development of the training and the educational programs on the protection in case of fire, disasters and emergencies;
• Participation in the development of the plans related to the disaster protection
The Sendai Framework Voluntary Commitments (SFVC) online platform allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
