Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) is a five year project funded by Hong Kong Jockey Club aiming to build a prepared community in Hong Kong to respond to disasters. HKJCDPRI is based at the Hong Kong Academy of Medicine, and partners with Collaborating Centre for Oxford University and CUHK for Disaster and Medical Humanitarian Response (CCOUC), the University of Hong Kong and Harvard University. With our academic and community partners, we provide comprehensive training, research, policy exchange and platform to enhance resilience in the community. We believe in the blended learning approach, with e-learning, face to face, simulation training and field based complex exercises. We focus on the need for competencies on knowledge, skills as well as attitude to reduce disaster loss and suffering. Mission of HKJCDPRI
The mission of HKJCDPRI is to establish Hong Kong as a regional and an international leader in disaster preparedness and response training, and to promote community resilience in Hong Kong. Through the development and advancement of education and leadership initiatives, HKJCDPRI will develop into an operational centre of excellence in disaster preparedness and response training, facilitating public engagement in disaster preparedness and response, and promoting standards in disaster education, locally and regionally.
Characterized by high population density, Hong Kong is susceptible to multiple large-scale natural disasters and health crises such as typhoons, fires and infectious disease out-breaks. Increasing number of mass gatherings and demonstrations and new developments in mass transportation system mean a high risk for mass casualty accidents. However, Hong Kong community has low disaster awareness and community resilience is lacking. Common language and a complete medical response are essential in times of possible disasters, involving clinical and non-clinical individuals.
Over a 5-year period, we aim to train around 30,000 healthcare professionals, NGOs workers/ practitioners, teachers/ students and members of the community in Hong Kong on disaster preparedness and responses; to provide a central plat-form for ongoing professional education, networking and policy conversations; and to explore opportunities to engage with China, the broader Asia Pacific region and globally.
Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) trains and equips individuals with professional skills in disaster preparedness and response through various programme. The contacts of trained respondents and leaders will be maintained by HKJCDPRI in an expert directory, which allows government bureaus to access and mobilize them in times of disasters.
To develop capacity building programme, including core curriculum in disaster preparedness and response such as new modules of Master of Public Health run by The Chinese University of Hong Kong (CUHK) and University of Hong Kong (HKU), e-learning modules, senior leadership and special leadership programme run by Specialty Colleges; specialized tracks training focusing on public health and emergency medicine; simulation-based training including field medical procedures, XVR game-based learning and virtual reality, and faculty mentorship and development enabling knowledge transfer activities with International experts;
To conduct programme evaluation by developing framework with the Harvard University to conduct frequent assessments, surveys and publishing comprehensive evaluation reports.
To build an expert directory facilitating mobilization of individuals trained under HKJCDPRI when a disaster strikes and explore to institute a multilevel certification system that ultimately bears the name of HKJCDPRI;
To create a regional consultative platform for stakeholders by establishing e-portal and webcast to facilitate information exchange and enabling policy conversations;
To enhance total community resilience by organizing train-the-trainer programme, allying with NGOs to run different campaigns on disaster preparedness and response and organizing territory-wide multimedia creation competition for members of the community that covers essay/creative writing, video-shows and photo-journal presentation
We are collaborating with The Chinese University of Hong Kong (CUHK) and University of Hong Kong (HKU), with participation of the Harvard University and other world renowned organizations to develop an operational centre of excellence in disaster preparedness and response.

The Hong Kong Jockey Club Disaster Preparedness and Response (HKJCDPRI) will engage ourselves and working partners in research development and policy discussion. HKJCDPRI will establish the online portal for humanitarian and disaster response professionals and scholars, regionally and internationally, to network, exchange information on best practices and, essentially, create a unique virtual space in which professionals around the world can engage with a global panel of experts on key dilemmas of humanitarian assistance and protection as they unfold. Through this platform, we will host webcasts that present an important opportunity to explore the frontier of key practical and professional questions. The informal network established by such events will allow experts to test new policy ideas within the highly dispersed professional community they seek to serve
Campaign Alliance with NGOs
Non-profit organisations have extensive experience and expertise in areas of community engagement, education, and various facets of service provision. The existing networks reach far into communities of difference types. Therefore, HKJCDPRI launches annual “Community Campaign on Disaster Resilience” to support local Non-profit organisations (NGO) on a series of public awareness and education campaign implementation. The theme of the Year 2016 is “Disaster - Dare to Prepare…before It’s too Late”. Train-the-Trainer Programme on Disaster Preparedness and Response for Hong Kong Secondary School Teachers
Asia-Pacific Region suffers the highest number of disasters across the globe. As Hong Kong is a key member in the region, both its public health and education sectors should play pivotal roles in disaster preparedness and response. The Collaborating Centre for Oxford University and CUHK for Disaster and Medical Humanitarian Response (CCOUC) and the Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) jointly organise relevant short courses for secondary school teachers to be complementary to the secondary school liberal studies curriculum. These courses are taught by speakers with rich experience in frontline disaster response and professional teaching, who will discuss with secondary school teachers recent issues related to global health and disaster, analyse the threats Hong Kong is exposed to and expound the role Hong Kong can play in international disaster risk reduction.

The Sendai Framework Voluntary Commitments (SFVC) online platform allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
