MOIS takes charge of establishing, supervising and adjusting policies related to safety and disaster management such as emergency countermeasure, civil defense and disaster prevention. Overall, MOIS is responsible for general affairs of the State Council, promulgation of Acts and subordinate statutes and treaties, government organization and prescribed number of public officials, awards and decorations, government innovation, administrative efficiency, e-government, personal information protection, management of government buildings and support for elections and referendums. Furthermore, the MOIS actively promotes local autonomy and decentralization by supporting business, finance and taxation of local governments and mediating disputes among local governments.
MOIS was established in 2017. MOIS was preceded by the Ministry of Public Safety and Security (MPSS) established in 2010, as an organization for the safety of people and disaster management that handles all sorts of disasters and safety problems. It was established in an effort to create a prompt, comprehensive system, to cope with disasters and safety problems by building a systematic disasters and safety management system. MPSS was preceded by the National Emergency Management Agency (NEMA).
The Sendai Framework Voluntary Commitments (SFVC) online platform allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
