In June 1999, Presidential Decree 5/99 created the high level Co-ordinating Council for Disaster Management (CCGC), chaired by the Prime Minister and comprising the Ministers of Foreign Affairs and Co-operation (deputy chair), Public Administration, Agriculture and Fisheries, Co-ordination of Environmental Action, Co-ordination of Social Action, National Defence, Industry, Commerce and Tourism, Home Affairs, Public Works and Housing, Planning and Finance, Health, and Transport and Communication. In order to provide direction, coordination and implementation of the policies and strategies defined by the CCGC, the National Institute for Disaster Management (INGC) was created at the same time, under the Ministry of Foreign Affairs and Co-operation. It has an executive role in preventive actions and assistance for victims and areas at risk or affected by disasters.
The Sendai Framework Voluntary Commitments (SFVC) online platform allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
