One of the most effective ways to encourage national actions to improve DRR implementation at local level would be to arrange an educational system. That system could help local residents become familiar with local risks. As a result, it will be more easier for government to inform people of how they can be helpful when it comes to DRR. Otherwise, they may not understand that the government is not able to manage the process alone.
