The overall objective of the Action Plan is to strengthen the implementation and coordination of DRR actions at local level in Europe. This is in line with the goals and targets set out be the Sendai Framework and broader EU policy on disaster risk management.

This Action Plan outlines agreed upon joint activities between the Committee of the Regions' Commission for Natural Resources (NAT Commission) and UNISDR-ROE for the time period 2016-2020, in the areas of policy, planning and implementation, and advocacy and outreach.
