Advances and continuing challenges towards HF2 and post-2015: Background chapter
The purpose of thematic background papers are to encourage more research investigating the degree to which the HFA has been fit-for-purpose in affecting change in the management of disaster risk. This publication contributes to both the formulation of the successor framework to the HFA (the HFA2), as well as the development of indicators for
effectively measuring the impact of the forthcoming framework.
The main sections of this Background Chapter include:
- an introductory section speaking to the nexus between policy/implementation, practice and research that underpins the development of any public initiative;
- a description of the overall methodology for this paper;
- policy/implementation, practice and research sections follow that describe and summarise findings based on Input Papers, desk review and consultations.
