ASEAN’s Regional Risk and Vulnerability Assessment
Developed by the ASEAN Centre for the Coordination of Humanitarian Assistance (AHA Centre), the ASEAN Regional Risk and Vulnerability Assessment (RVA) provides high-level guidance to the National Disaster Management Organisations (NDMOs) of ASEAN Member States (AMS) on the implementation of a regionally consistent approach to RVA at the national level. The RVA Guidelines is made up of three documents.

- Guidelines for the implementation of ASEAN Disaster Risk Index
- Exercise Manual supporting the implementation of the ASEAN RVA Guidelines
These documents will inform Regional Risk Assessment at the regional and national level through:
- Supporting cross-boundary response planning;
- Helping to anticipate potential impacts and relative ability to cope at the national level;
- Helping to identify high risk areas;
- Supporting cross-boundary risk governance initiatives;
- Providing a starting point for national assessment and disaster risk information initiatives;
- Helping to anticipate potential impacts and relative ability to cope at the subnational level; and
- Supporting prioritization and resource allocation.
