Barriers of using climate and weather forecasts in drought planning and decision making
This paper highlights that more needs to be done to advance the understanding and use of climate and weather forecasts in decision making. This article points to a number of key areas where specific changes and improvements can be made to facilitate the integration of this information into decision-making processes regarding drought risk management in Kenya.
The paper argues for the following recommendations (p. 10):
- Collaboration between users and producers;
- Early release of a skilful October-November-December seasonal forecast;
- Co-develop forecast with users;
- Build capacity for communication and interpretation;
- Strengthen the mandate of County Directors of Meteorological Services.
