Cabo Verde: Estratégia nacional de redução de riscos de desastres
A Estratégia Nacional de Redução de Riscos de Desastres (ENRRD) responde e efetiva uma série de instrumentos e políticas nacionais relevantes para a implementação dos vários elementos e dimensões da redução de riscos de desastres. Esta estratégia é conforme e respeita todos os princípios básicos e provisões da Constituição e das leis fundamentais da República de Cabo Verde. Está interligada e é suportada por outras políticas nacionais, planos e legislação nacionais relevantes para a redução do risco de desastres. Fornece os mecanismos para alinhar, validar e fortalecer todas as políticas, estratégias, regulamentos e outros instrumentos relevantes para a redução do risco de desastres, tais como ordenamento do território, códigos e padrões de construção, gestão sustentável de recursos naturais, conservação ambiental e proteção dos ecossistemas, sistemas de proteção social e saúde pública, entre outros. Fornece a motivação (incentivos e sanções) para assegurar o cumprimento e reforçar a conformidade com estes instrumentos que se desenham como ferramentas para reduzir a exposição e a vulnerabilidade.
A política provê um quadro para a integração sistemática e transversal da redução do risco de desastres nas políticas e planos nacionais e setoriais assim como aqueles relativos à descentralização, desenvolvimento e governação local. A ENRRD quer incentivar a revisão ou modificação de algumas dessas políticas e outros instrumentos para reforçar a integração da redução do risco de desastres ou dar uma formalização mais explícita e prática à redução do risco de desastres. Para os setores que se encontram neste momento numa fase de planeamento estratégico a ENRRD pretende demonstrar a relevância da integração da redução de riscos e fornece as orientações gerais para uma contribuição do setor para os objetivos gerais de redução de riscos de desastres e resiliência da sociedade cabo verdiana.
A política estabelece as bases para um quadro legal transversal e setorial eficiente para a redução de risco de desastres a ser promovido pelos setores e parceiros chave e promulgado pelo Parlamento para proporcionar a autoridade necessária para a sua implementação.
Esta estratégia afirma o compromisso do governo com a integração da redução de riscos de desastres e a adaptação as mudanças climáticas de uma forma coerente nos planos e nas políticas de desenvolvimento nacional, setorial e local, concretizando-se na integração em instrumentos como o Plano Estratégico de Desenvolvimento Sustentável (PEDS); nos instrumentos fiscais, quadros e sistemas de investimento público; nas políticas estratégicas, planos e programas sectoriais; e nos quadros de descentralização e nos programas de desenvolvimento local.
