The challenge of resilience in a globalised world
This report discusses the concept of resilience from different perspectives and the role of science in the continuous process of building a resilient, stable, competitive and prosperous Europe. The report was first presented during the "Building a resilient Europe in a globalised world" conference in September 2015 in Brussels.
Experts from international organisations, think-tanks, academia, European administrators and scientists discuss various facets of resilience including i) the concept of resilience from a European perspective, ii) the resilience of supplies (energy, food security, water), iii) European resilience in action (civil protection, nuclear safety, the economics of resilience, health and pandemics), iv) upcoming challenges (social resilience, climate change, migration, terrorism), and v) emerging technologies (digital resilience and security). The report also features conclusions and recommendations on measuring resilience to design innovative policies, on managing complexity as the key to resilience, on global risk and global resilience, and on resilience through trilateral collaboration.
