Climate change in Africa: commitments by international and African fora and performance in delivering, background paper
The international community and African governments have agreed to certain commitments and targets to combat the climate change problem in Africa and have taken actions to deliver on those commitments. This paper, prepared for the 10th Meeting of the African Partnership Forum, Tokyo, Japan, 7-8 April 2008, examines these commitments and targets and investigates what actions have been taken to deliver on their commitments. Section II discusses the definition of “commitment,” and structure of commitments, and gives information on relevant actors/fora undertaking commitments. Section III highlights i) various international and African fora commitments that have been agreed in terms of climate change mitigation, adaptation, and financial mechanisms and technology transfer in Africa and ii) actions that have taken to deliver on these commitments.
