Climate change: a regional perspective

The purpose of this document is to contribute to the ongoing discussion on climate change in light of the available evidence on the possible channels of transmission of the economic impact of this phenomenon, including extreme climatic events, and the results of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 15), held in Copenhagen from 7 to 18 December 2009.
It (i) revises the outcomes of COP 15, including the Copenhagen Accord and its implications, and (ii) presents the technical bases for an international agreement on climate change, looking forward to COP 16 and COP 17. It then (iii) assesses the emissions in Latin America and the Caribbean, and analyses (iv) the economic costs of the impacts of climate change, including extreme weather events and their mitigation needs, as well as (v) the costs of climate change mitigation. It finally provides some (vi) openings for regional integration and coordination in the pursuit of low-carbon economies.
