'Clouds but little rain': views from the frontline 2009 - A local perspective of progress towards implementation of the Hyogo Framework for Action

The first independent study assessing the progress undertaken in implementing the Hyogo Framework for Action at local level identifies a significant gap between national and local level action. The report, conducted by the Global Network of Civil Society Organisations for Disaster Reduction, was completed in June 2009 for presentation at the Second Session of the Global Platform for Disaster Risk Reduction.
