Developing a multi-level European-wide composite indicator to assess vulnerability dynamics across time and space
The aim of this paper is to develop a European-wide framework for a Vulnerability Index (VI) that assesses vulnerability to disaster risks at both national and subnational levels. Adopting a multi-dimensional, multi-level approach, the VI captures socio-economic, environmental, and physical factors contributing to community resilience.
In conclusion, the VI is a valuable tool for understanding and managing vulnerability across European countries and regions. It assists policymakers in formulating targeted policies at both the national and sub-national levels, thanks to the common methodological framework applied consistently across European administrative units and over time.
