Disaster induced resettlement: Multi-stakeholder interactions and decision making following tropical storm Washi (Cagayan de Oro, Philippines)
In the context of housing reconstruction in the Philippines in the aftermath of tropical storm Washi, this research explores how to effectively manage resettlement projects.
The paper examines:
- the coordination mechanisms;
- the criteria for decision making, and;
- the complex interactions among the different stakeholders,
The authors propose that local governments should:
- clarify the policies to ensure the land and housing security to households in resettled sites;
- arrange the formal transfer of the property rights to residents, and;
- promote the sustainable development of the new resettled communities.
