Djibouti: Programme d’action national de lutte contre la désertification (PAN)
Le PAN est un instrument de mise en œuvre d’un accord international, à savoir la Convention des Nations Unies sur la lutte contre la désertification (CCD) qui, plus qu’une convention environnementale, constitue en même temps un outil de lutte contre la pauvreté. C’est la raison pour laquelle le PAN poursuit la lutte contre la désertification et la lutte contre la pauvreté.
L’élaboration du PAN, fondée sur une approche participative et décentralisée visant la prise en compte des préoccupations et propositions de toutes les catégories d’acteurs, est axée autour des exigences suivantes:
-la nécessité de valoriser les acquis obtenus dans le cadre des actions antérieures menées pour lutter contre la désertification
-la nécessité de combiner les actions opérationnelles de lutte contre la désertification et des activités génératrices de revenus en vue de lutter contre la pauvreté et d’atteindre la sécurité alimentaire et énergétique des populations, ce qui pourrait réduire la pression qu’elles exercent sur les maigres ressources naturelles
-la nécessité de renforcer les capacités techniques, organisationnelles et opérationnelles aussi bien des acteurs étatiques que celles des ONG, associations et organisations socio-professionnelles des populations.
Par ailleurs, afin de permettre son intégration au système de planification du développement économique et social, le PAN crée des mécanismes d’articulation horizontale avec les exercices sectoriels concourant au développement durable et à la lutte contre la pauvreté, à travers ses différentes composantes. C’est ainsi qu’il sera mis en œuvre une approche programme qui visera à inclure les actions de lutte contre la désertification dans les stratégies de développement économique et social des zones affectées.
