Draft good practice principles for cross border programming in the drylands of the horn of Africa
This paper takes into consideration the cross border movements and dynamics particularly within the context of implementing drought risk reduction programs, as what happens on one side of the border affects the other. It (i) introduces cross border programming which includes a number of types of interventions depending on the context such as single activity implementation, coordinated/parallel interventions and replication of good practice from one side of the border to the other; (ii) defines a set of good practice principles; and (iii) provides some policy recommendations.
