This document describes a strategy, within the end-to-end Early Warning System, for developing a flood-integrated operational system in Jamaica. The system envisioned should produce timely flood warnings that are efficiently communicated to aid emergency responders and other decision-makers in taking effective anticipatory actions to save lives and prevent or reduce flood impacts.
The analysis concludes that there is high confidence that Jamaica can take steps to achieve initial flood forecasting benefits while advancing toward creating a fully integrated flood system. The foundations to achieve this vision exist. Improvements can begin by choosing and prioritizing the activities proposed in this guidance document in a systematic and well-planned strategy. Recommendations for developing an initial Operational Plan are also provided.
