France: Cadre d’actions pour la prévention du risque sismique

La direction générale de la prévention des risques (DGPR) et la direction générale de l’aménagement, du logement et de la nature (DGALN) ont coordonné l'élaboration d'un cadre d’actions pour la prévention du risque sismique pour poursuivre les actions de prévention du risque sismique sur le territoire Français. Ce cadre repose sur 4 priorités nationales hiérarchisées : (i) sensibilisation au risque sismique et formation à la construction parasismique, (ii) réduction de la vulnérabilité des constructions par l’application de la réglementation parasismique et le développement du renforcement du bâti existant, (iii) aménagement du territoire communal (plans de prévention des risques sismiques), et (iv) amélioration de la connaissance de l’aléa, de la vulnérabilité et du risque sismique.
Un ensemble de 8 grandes actions est proposé au niveau national pour répondre à ces priorités.
Ce cadre national a vocation à être décliné en programmes d’actions territorialisés à l’échelle « intermédiaire », régionale ou inter-régionale, et en plans d’actions à l’échelle locale (communale ou intercommunale), de manière adaptée et proportionnée aux niveaux de risques, aux objectifs et aux moyens des différents territoires.
La mise en œuvre et le portage du cadre d’actions reposeront sur une responsabilité partagée de l’ensemble des acteurs concernés : État, collectivités territoriales, professionnels de la construction, associations, organismes scientifiques, particuliers,… Tous les acteurs sont donc invités à se mobiliser pour contribuer à réduire, progressivement, la vulnérabilité de la société française aux futures crises sismiques.
