In the absence of an internationally recognised method for measuring flood resilience, the Zurich Flood Resilience Alliance has developed the Flood Resilience Measurement for Communities (FRMC). 

The FRMC comprises two parts: the Alliance’s conceptual framework for measuring community flood resilience, and an associated tool for implementing the framework in practice.

In this publication exposed the process which links the framework and the tool together to implement the FRMC in practice at the community level.
