A global comprehensive measure of the impact of natural hazards and disasters
This publication presents an aggregate measure of disaster impact, based on the conceptual work of the calculations of Disability Adjusted Life Years (DALYs) lost because of diseases and injuries (WHO, 2013). The measure proposed by the authors is concerned with the quantification of losses in infrastructure, capital and housing, converting measures of impact into 'lifeyear' units. The publications then proceeds to a worldwide analysis of trends in lifeyears lost to disasters and to a discussion on the policy implications of this measurement.
